Conversion rule

decimal = percent ÷ 100

A percent already means “out of 100.” Dividing by 100 changes the notation without changing the quantity.

Reliable method

Write the percent value without changing its digits.
Divide by 100, or move the decimal point two places left.
Remove the percent sign after division.
Use zeros as placeholders when needed.
Check by multiplying the decimal by 100.
